Heh, shows how long its been since I played this game- totally forgot about the shield gate mechanic. Or I guess more accurately, it didn't matter in lower difficulties, but on insanity it has a significant impact. So, basically, when you do an attack on an enemy that does enough to break their shields, if there is any damage left over from the attack, the shield gate mechanic blocks a certain % of damage before the excess damage is applied to health. And on insanity, shield gate blocks 100%. Thus, its impossible to one shot a shielded enemy with a sniper rifle. (It does work both ways though, so you can't get one shotted by a single attack either)

I was reminded of this fighting centurions- my usual MO is to cloak, energy drain, then head shot. Unfortunately, energy drain doesn't completely deplete their shields in insanity. So, even though my black widow X does massive damage, that little bit of shield left absorbs the excess damage and they're still standing. So, I guess I'm switching back to the Valiant X. Its still one of the higher damage sniper rifles, and while it doesn't have innate penetration, I'm using an HV barrel anyways, so I'm getting penetration from there.

Besides, it has a faster rate of fire, and as such has the highest DPS of any of the sniper rifles in the game. Indeed, you should be able to fire all three shots before your cloak fully breaks, so you're getting the full damage bonus on each shot, compared to the one shot you can put out with the black widow.

I had originally switched back to the black widow because I figured on insanity I needed a bigger gun. But like I said, because of the slow fire rate, its definitely hampered by shield gate, and again the Valiant has a higher DPS anyways. Besides, even with the high velocity barrel, the Valiant is at +195% cool down. Which is way too freaking much for an infiltrator- since they should always be cloaking first to get the cloak's cooldown rather than whatever power, their refresh is only a couple of seconds already, especially if they break early. And +195% cooldown on top of that takes it below the minimum refresh time, so that extra cooldown is wasted.

So, that gives me the weight capacity to carry the lancer. So, I don't have to waste sniper bullets on locks or swarmers or random husks. Its unfortunate that the stabilizer and extended mag capacity are a MUST with this weapon, so I can't get any armor piercing on there. But it does have unlimited ammo, so its definitely a good backup. And the cooldown is still +145%!
