It meant that Badger's plan was to get Apollo on their side, to use the tension between him and the old man that's been brewing since the pilot to their advantage. He's calculating in a very cool way, except I don't like the sunglasses very much. I thought he was blind at first, or at least that he had something horribly disfiguring about his eyes, but it turns out he just wants to look cool? Lame.
