Well, the observers don't experience time linearly like we do. Perhaps since Peter didn't exist, the observers who had been observing stuff surrounding him had other things to observe. Perhaps one of them, now free to observe something different, went to observe whoever the hell created Batman, and just like the one guy distracted Walternate from seeing the cure work, which sparked the whole mess, he distracted that guy, and instead of thinking up Batman, he thought up Mantis.
