It basically is the Thunderbolts to the Nth degree, yeah. I'm sure you remember that Powers issue where Warren Ellis rants like an idiot? He wrote a pretty kickass Thunderbolts series where Osborn takes over, and Bendis (who writes Powers (which is going to be an FX series, apparently)) is obviously a huge fanboy that he'd write Ellis in, and pretty much singlehandedly runs Marvel these days*. So I think he liked the Osborn taking over the Thunderbolts bit, so he just decided to make that the next big thing. I haven't seen the new Young Avegers (or, really, the old ones), I only know the Dark Avengers stuff cause I read that, having heard it was going to be like the Ellis Thunderbolts.

* - He writes like eleven different Avengers books, plus he did the whole Secret Invasion thing and the House of M thing. Which kinda sucks cause I liked him writing Powers and Daredevil and Ultimate Spider-man, and Powers has slowed to a crawl, he quit Daredevil, and Ultimate Spidey got stuck in the whole Ultimatum thing (though apparently it will continue, re-branded).
